Finance - School Finance Officer

Overall Purpose of this Post:

To provide effective and efficient financial services to schools, ensuring that financial procedure rules and best practice are followed at all times.
Major Objectives:

1. Contributes to the development and provision of effective planning, monitoring and accounting systems for schools.

2. Ensures effective financial support is provided to schools and governing bodies.

3. Ensures sound financial advice and information is provided to schools, governing bodies and other stakeholders.

4. Promotes and develops best accounting practice within schools.

5. Complies with Financial Regulations, LMS regulations and Financial Systems and ensure compliance from others within schools.

6. Customer orientated and maintain good professional working relationships.

7. Implements the Council’s Equal Opportunities Policy and procedures and works within the Council’s Environmental Policy.

Summary of job tasks:-
1. Provides operational and strategic financial support, advice and training to schools, including revenue and capital budget planning, monitoring and financial control, ensuring high levels of customer satisfaction are recorded.

2. Ensures that budget preparation and monitoring, capital programme, year end accounts, external funding and statistical returns are completed accurately and within the required timescales, service level agreements and policy objectives
3. Ensures that Financial Regulations, LMS regulations and Financial Systems are implemented, monitored and complied with in the school.

4. Provides operational, financial and accounting advice, training and information for schools and governing bodies on school finance issues, attending meetings as necessary.

5. Develops the Department’s approach to school support, development and performance management.

6. Assists in developing, implementing and monitoring financial performance monitoring and support systems.
